BHABHUA---------------------------Administrative and digital operations across Bihar face potential disruption as thousands of contract personnel employed through the Bihar State Electronics Development Corporation Limited (BELTRON) have intensified their agitation against the state government. In a coordinated demonstration of anger and frustration, BELTRON workers—comprising Data Entry Operators (DEOs), IT Programmers, Stenographers, and technical staff—staged a massive road march in Bhabhua, Kaimur district, demanding immediate regularization of service and official recognition as State Government Employees (Rajyakarmi).

The protest in Kaimur forms part of a broader, synchronized statewide movement organized across all 38 districts of Bihar. As the backbone of Bihar's digitized governance, the workers have issued a clear ultimatum to the state leadership: address their long-pending charter of demands or face a complete work boycott and an indefinite statewide strike.

In Kaimur district, the agitation began early in the morning as hundreds of BELTRON personnel assembled at Jagjivan Stadium in Bhabhua. Holding banners, placards, and shouting slogans against the contractual employment model, the protesters proceeded on a rally through the heart of the city.

The procession passed through key landmarks including Ekta Chowk and Rajendra Sarovar before converging at the gates of the District Collectorate. There, union representatives delivered impassioned addresses outlining their grievances before submitting a formal memorandum addressed to the Chief Minister through local administrative officials.

Under the banner of the Bihar Rajya Data Entry Operator Sanyukt Morcha, the protesting employees have presented a structured set of demands aimed at ending decades of employment insecurity:

Official recognition as permanent state employees, ensuring parity in pay scales, allowances, and social security with regular civil servants.

Direct integration under the Information Technology (IT) Department rather than being managed through third-party agency mechanisms.

Establishment of clear career progression paths, job security, standardized leave policies, and post-retirement pension benefits.

An immediate end to unilateral contract terminations, pay deductions, and outsourcing practices.

BELTRON was established as the nodal agency to drive IT infrastructure and digital governance across Bihar. Over the last three decades, the state government has relied heavily on BELTRON-deputed workforce to implement major digital initiatives:

Nearly 20,000 BELTRON IT workers are deployed across Bihar's government infrastructure, with over 200 operators working in Kaimur district alone.

These personnel manage daily administrative functions, including online public services, land records modernization, treasury management, hospital registrations, election data processing

Many employees have rendered continuous service in government departments for periods ranging from 10 to nearly 29 years without permanent status.

Despite serving as the operational backbone of modern governance in Bihar, workers highlight that they remain subject to contractual insecurity, lack health benefits, and receive no pension provisions upon retirement.

The threat of an indefinite strike poses significant challenges for administrative functions across Bihar. Because BELTRON operators staff nearly every department—from District Collectorates and Sub-Divisions to Block Development Offices (BDO) and Circle Offices (CO)—a full work boycott would lead to:

Delays in issuing caste, income, residential, and land-related certificates.

Freeze on online land registration, mutation processing, and revenue collection portals.

Interruption in direct benefit transfers (DBT) and digital verification for social welfare beneficiaries.

The road march from Bhabhua to the district headquarters reflects deep-seated discontent among contractual IT personnel across Bihar. As the Bihar Rajya Data Entry Operator Sanyukt Morcha prepares for further escalation, the onus rests on the state government to engage in constructive dialogue. Resolving the status of BELTRON employees remains vital not only for ensuring fairness to thousands of workers but also for maintaining the continuity of digital governance across the state.
